It is certainly possible that we will get to see one of the previous villains in the upcoming Avengers Endgame. The Russos did this in Infinity War, the same could be expected from Avengers Endgame too. The chances of the involvement of a previous villain increase tenfold because of the time travel aspect involved in the movie.
And now some fan theories have started asking the question if one of the villains, Ultron to be specific, was teased in the Super Bowl TV Spot. The latest in this category of fan theories suggest that the shot where we see Ronin looking with surprise at someone or something carries the tease of Ultron.
According to this fan theory, Ronin is resting his eyes on Ultron, as could be said from the red light shining on his face. In the first trailer, we see Ronin had a fight with some Yakuza guys probably. Now, this could be because he has received some tip from someone about the Yakuza leader knowing about what actually happened during the Snap. That’s why Ronin wants to get to the Yakuza leader.

The full theory goes, “After his family dusted and finding out that the Avengers are all over the place, Clint went on a manhunt to find out as much information about what the hell is going on. In using his espionage skills he was able to uncover that there was someone fitting a familiar description leading or being protected by a merciless group of individuals in Japan (Yakuza). As he fights and defeats the Yakuza members, Ronin faces the “leader” and its none other than Ultron.”
There’s another proof which suggests that Ultron could indeed be alive. This proof was in Spider-Man: Homecoming. As mentioned by this theory, “We saw an Ultron head in SM: HC with the eyes glowing which implies that Ultron’s conscious is still very much alive – Ultron’s body and eyes emit red light.”
