It was Nick Fury who brought together Earth’s mightiest heroes. He recruited them into a team that will be called The Avengers. But Nick Fury’s role in the team has been decreasing ever since. He doesn’t really show up now, especially after what happened in Captain America: The Winter Soldier. He did arrive when the Avengers needed some guidance. He is what you might call the backbone of the team. He is there when the team needs someone to persuade them to stick together. In Infinity War, his role was merely a cameo. But in that very cameo, he set up the events of Avengers 4.
We all saw him push the pager and then disappear into thin air. One might ask where was he during the events of Infinity War or prior to that. Captain Marvel Prelude has answered that question. Turns out that Fury and Hill have been working together all this time, keeping an eye on the team. They were aware of the wall that had been constructed between Tony and Steve after Civil War.
Nick visited the rogue Avengers, namely, Cap, Sam, and Natasha, who were in hiding at the time. He got to Cap he realized a greater threat was on the way. And the world would need the Avengers to work in unison. While he paid a visit to Cap, he sent Maria Hill to get to Tony, but she couldn’t get to him.

You would even remember that Nick asks Hill about the word on Stark in the Post-Credits scene. Despite their best efforts, the team couldn’t reunite and the reason we lost the battle so far is that Thanos never faced The Avengers team together. But now, the heroes will have to keep aside their differences because it’s gonna take every one of them to register a win against Thanos.
